Overview of Project

As a result of monsoonal rain and numerous tropical cyclones across some areas of Queensland, the Department of Transport and Main Roads, road network sustained an unprecedented level of damage. This damage was further exacerbated and extended by the following years’  flood events.

The Transport Network Reconstruction Program in the Wide Bay Burnett Region included reconstruction works in the Fraser Coast area surrounding the towns of Hervey Bay, Rainbow Beach and Maryborough.

Contract WBYD1009 or TNRP Fraser Coast Package B was awarded to Neumann Contractors. The original scope of the can be summarised as 33.2 kilometres of Road reconstruction with an initial contract value of $26 million dollars.  By completion there was in excess of 60 kilometres of road rehabilitated with a final contract value of $60 million dollars.

Scope of Works

The scope of work included:

  • Total of 60 kilometres of Pavement Repairs,
  • 42 kilometres of in situ cement modification,
  • 4.5 kilometres of unbound pavement overlay,
  • 7.0 kilometres of AC inlay/overlay,
  • Culvert repairs and extensions,
  • 0.5 kilometres of full batter and pavement reconstruction.

Challenges

The most significant challenges were:

  • Reconstructing pavements under live traffic,
  • Maintaining minimum traffic lanes after hours,
  • Managing constant changes to the scope of works.

Outcome

TNRP Package B was completed over a period of 2.5 years. The relationship with the Client and delegates was excellent throughout the project.  The major outcome from the project include:

  • Only a single 720 metre section required re-working,
  • On only 4 occasions did the primerseal require any significant rectification work,
  • 35.5km of road had been re-constructed when the Australia Day 2013 flood event struck. Only two isolated sections of pavement sustained damage,
  • No Lost Time Injuries recorded,
  • There were no incidents of any significance involving the general motoring public.
